What the inspector wrote

Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced case management visit to the facility. LPA met with Site Supervisor Angeles Orozco and explained the reason for the visit was to discuss procedures for substitute staff and to issue a citation regarding reporting requirements. There were 12 children and 3 staff during the inspection. It was revealed during an inspection that a substitute Teacher's Assistant contracted from the company Child Care Careers was observed putting their leg on a Child 1 during nap time on 10/3/25. Staff also stated they observed the substitute staff patting Child 2 on the back in a harsh manner. Staff 1 and Staff 2 stated they heard both children exclaim discomfort when the substitute was doing this. The substitutes actions were reported to the program supervisor and the substitute did not return. A personal rights citation was issued regarding the substitute staff restraining the child with their leg on the report dated 10/27/25. LPA discussed with Site Supervisor the importance of reviewing classroom procedures and children's personal rights with substitute staff going forward. LPA also discussed the importance of reporting such incidents to the Department as they do violate the children's personal rights. A type B citation is being issued today due to the facility not reporting the incidents to the Department. See page 809-D. A technical violation is being issued regarding the personal rights incidents. A notice of site visit was issued. Exit interview conducted with Site Supervisor Angeles Orozco. A copy of this report was provided.
