What the inspector wrote
On 1/31/25, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced Annual/Random inspection to the above facility. A COVID risk assessment was conducted. LPA met with Licensee, Yolanda Salazar, to whom the reason for the visit was explained. Per Licensee, there are 14 children currently enrolled. There were 7 children present upon arrival. Also present upon arrival were Licensee and an assistant.
The licensee states that 4 adults and no children currently live in the home.
This is a two-story home which consists of 4 bedrooms, 3 bathrooms, living room, dining room, kitchen, laundry room, and family room/daycare room on the first floor. The second floor consists of 1 bedroom. The facility also has a garage, and front yard/backyard which are connected with no fence.
Per licensee, areas off limits to children and parents include 4 bedrooms, 2 bathrooms, living room, dining room, kitchen, laundry room, garage and entire upstairs area. The children have access to family room/daycare room, one bathroom, hallway area, and front yard/backyard space.

Licensee guided analyst on a tour of the facility at 2:00 pm. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed.
Facility License, Emergency Disaster Plan, Parent\342\200\231s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted by the front door of the home. A current children\342\200\231s roster was available for review.
There is telephone service via a cellphone and landline. Hours of operation are Monday \342\200\223 Friday, 6:30 am-6:00 pm. There is central air and heating in the home. LPA observed a fireplace in the off-limits living room that is screened making it inaccessible to children.
Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Poisons are locked in an office in the off-limits garage, and office is locked with a key lock. LPA advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home and none were observed on this day..
The valve on the required 2A 10BC fire extinguisher indicates fully charged, and was serviced on 3/11/24, as indicated on service tag.
All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 12/10/24.
The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of mats and playpens were observed.

Licensee states that she is currently caring for three infants. LPA Babcock observed a sleep log for the infants.
Currently, children are using the combined back yard and front yard area for outdoor play time. The outdoor play area is not fully fenced; however, a portion of the yard is separated by a small fence and licensee states the children are always supervised while outdoors. LPA observed that the outdoor yard has toys and other materials for children to play with. Licensee states there are no bodies of water and none were observed on this day. Licensee showed LPA a fountain that is not in use in the front yard. The fountain is covered with a tarp, non-operational, and contains no water in it.
At 2:30 pm children\342\200\231s records were reviewed, including emergency information and were observed to be complete.
At 3:00 pm Licensee and staff records were reviewed, and LPA observed that Licensee is missing proof of measles immunization.
The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR from the American Red Cross expires on 1/26/26 and Mandated Reporter expires on 11/9/25.
LPA issued an LIC 857, Children\342\200\231s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children\342\200\231s files reviewed during this inspection.
There are 2 dogs on the premises. Per licensee, the dogs are kept outside in off limits areas during daycare hours. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Yolanda Salazar, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
