What the inspector wrote

Licensing Program Analyst (LPA) Mireya Garc\303\255a conducted a Case Management Deficiencies Inspection to address deficiency observed during inspection visit conducted on 07/26/22. Due to COVID- 19 precautionary measures were taken, licensing staff present during inspection wore appropriate personal protective equipment. LPA met with Head Teacher, Patricia Enriquez who guided LPA on a tour of the facility. There were (27) children observed to be present at the facility during this inspection. Administrator, Suk "Mandy" Seto later arrived. During the walk-through of the facility on 07/26/22, LPA Garc\303\255a observed that staff were serving preschoolers milk on a 3 oz Dixie cup. At 8:25 am., LPA observed only 1 gallon of milk with approximately 2-3 cups of milk containing that had a best by date of July 28, 2022 (pictures were taken). When LPA Garcia asked Administrator how much milk is purchased Administrator disclosed 2 gallons every two weeks. Per Administrator\342\200\231s disclosure there are 52 children enrolled and some parents bring their own milk. When LPA Garcia asked the Administrator, what are the milk servings for preschoolers, Administrator disclosed 3-5 ounces. LPA Garcia did not observe the facility to have a reserve of milk in quantities to meet the needs of children in care. The following deficiency on the attached LIC 809 deficiency page is being cited in accordance with CA code of Regulations Title 22. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Suk "Mandy" Seto. Report ends here page 1 of 1.

  • TEACHER-CHILD RATIO

    101216.3 Teacher-Child Ratio: (a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, except as specified in (b) and (c) below. This requirement is not met as evidenced by: LPA’s interview disclosure confirmed by staff that incident took place years ago where Staff #3 was left with 13-15 children alone in the classroom providing the care and supervision of children in care. This poses a potential health and safety risk to children in care

    101227-Food Services:(a)In child care centers providing meals to children, the following shall apply: (1) All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children..... All food shall be selected, stored, prepared and served in a safe and healthful manner. This requirement is not met as evidenced by: Based on LPA's observations made on 07/26/2022- expired food; flour tortillas with a best before date of 07/20/22, cream cheese with a best when used by date of 06/21/22, butter with an expiration of 11/29/19, Frozen chicken/cheese taquitos with a best by date of 3/13/22. This poses a potential health and safety risk to children in care.

    101227-Food Services: (2) The minimum amounts of food components to be served as lunch or supper as set forth in paragraph (a)(2) of ...[7 CFR, Part 226.20, Revised January 1, 1990] are as follows: Milk fluid age 3 through 5= ¾ cups. This requirement is not met as evidenced by: Based on observations made on 07/26/2022, LPA García observed that the facility uses 3-ounce cups to serve preschool age children milk and the facility did not have a reserve of milk in quantities to meet the needs of children in care. This poses a potential health and safety risk to children in care.
