What the inspector wrote

An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for 41 children for an Preschool program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Licensing staff met with Applicant’s Pubudu Karalliyadde and Hewa Kosgodage De Silva, who guided analyst on a tour of the facility, also present during this inspection was Director, Cynthia Mendez. This proposed Preschool Center will operate from Monday through Friday from 6AM – 6:30PM. This facility is located on the premises of St. Thomas Malankara Orthodox Church. Due to COVID- 19 precautionary measures, Director states that parents drop off and pick up will be conducted in front of the main office outside the gate. Temperature check will be conducted, and staff will administer pre-screening questions to all visitors. Facility has additional masks available for adults and children. According to CDC guidelines, children under the age of (2) are not required to wear masks. At 10: 50am, Licensing staff was guided through a tour of the proposed preschool classrooms. The proposed preschool rooms will be Classrooms B and C. LPA observed preschool classroom B to be physically separated from the infant center which includes a separate entrance door. The staff restroom is located outside of the director office. LPAs observed the preschool to have 3 toilets and 7 sinks. All toilets and sinks are in safe and sanitary operating conditions. Licensing staff observed children sleeping cots stored in the restroom accessible in classroom C. Individual storage space is available for each child located in each classroom. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. There are smoke detectors and fire extinguishers located throughout the facility. There is a fully equipped first aid kit available in the office. Locking medications cabinets will be located in the office. The isolation area for an ill child will be located in the office. Report Continues Page 1 of 2 Licensing staff was guided through the proposed outdoor activity space. The outdoor area was observed to have a secured fence surrounding the property. There is adequate shade in outdoor play area available via canopy. All areas around or under high climbing equipment, and slides were observed to have cushion material to absorb a fall. Facility will provide AM and PM snacks and parents will provide lunch for their child. Children will bring their own sippy cup for water due to COVID-19 precautionary measure. Per Applicant, bottle waters will also be available to children. No transportation will be conducted by the facility. Report Continues Page 1 of 2 Based on measurements obtained today from both indoors and outdoors, capacity for the proposed preschool program will be forty-one (41) preschoolers. A recommendation will be made to license the above facility for a capacity of 41 preschoolers. An exit interview was conducted with Applicants. Report ends Page 2 of 2.
