What the inspector wrote

On 2/18/26, at 1:30PM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an unannounced Case Management Inspection – Plan of Correction at the above facility. Upon arrival, LPA met with Licensee / Temine Atoian, who guided LPA on a tour of the facility. The LPA observed 15 children present during today's inspection. Per Licensee, there are currently 31 children enrolled. The purpose of this inspection is to ensure that the facility is in compliance with Title 22 Regulations and the deficiency cited on 2/11/26 was corrected. LPA observed and reviewed the following: LPA received supporting documentation for the plan of correction related to the Licensee and Staff 1 not having a current Mandated Reporter Training certificate. The plan of correction (POC) was submitted to Community Care Licensing on 2/17/26. The deficiency has been cleared, and no further action is required. Letter of Deficiency Citations Cleared was provided for the deficiency corrected. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. An exit interview was conducted, and a copy of this report was provided to Licensee / Temine Atoian. In reference to the facility operating beyond the licensed capacity, the LPA will address this concern on a separate visit and corresponding report.

    Staffing Ratio and Capacity. The capacity specified on the license shall be the maximum number of children for whom care may be provided at any one time.This requirement was not being met as evidenced by: On 2/18/26, at 1:40PM, LPA observed fifteen (15) children present. The Licensee'slicense permits care for a maximum of fourteen (14) children. This poses an immediate health, safety, and personal rights risk to children in care.

    Large family day care homes; number of children. A large family day care home may provide care for more than 12 children and up to and including 14 children, if all of the following conditions are met: No more than three infants are cared for during any time when more than 12 children are being cared for. This requirement was not being met as evidenced by: On 2/18/26, at 1:40PM, LPA observed four (4) infants and eleven (11) preschool aged children present during the visit. This poses an immediate health, safety or personal rights risk to persons in care.
