What the inspector wrote

On 2/18/26, at 2:45PM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an unannounced Case Management Visit to this facility. During a separate cite visit conducted at the facility on 2/18/26, LPA toured the facility with the assistance of the Licensee / Temine Atoian at 1:40PM and observed fifteen (15) children present. Per Licensee, there are currently 31 children enrolled. The facility is licensed for a maximum capacity of 14 children. The licensee is operating a Family Child Care Home beyond the conditions and limitations specified on the license, including the capacity limitations. This poses an immediate health, safety or personal rights risk to persons in care. Also, a large family day care home may provide care for more than 12 children and up to and including 14 children, if all of the following conditions are met: No more than three infants are cared for during any time when more than 12 children are being cared for. On 2/18/26, at 1:40PM, LPA observed four (4) infants and eleven (11) preschool aged children present during the visit. This poses an immediate health, safety or personal rights risk to persons in care. The following deficiencies were observed to be in violation of California code of Regulations, Title 22, Division 6 (refer to 809D). Upon receipt of this report, the Licensee shall post the Notice of Site Visit and any Licensing report documenting a type “A” deficiency. The report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required, will result in an immediate $100 civil penalty. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement of Receipt (LIC 9224 form must be maintained in each child’s file immediately upon receipt from parent. Licensee was provided with a copy of the Acknowledgement of Receipt of Licensing Reports (LIC 9224) Form during this visit. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Director and Appeals Rights provided.
