What the inspector wrote

On 3/10/26, at 2:27PM, Licensing Program Analyst (LPA) Joe Katrdzhyan conducted an unannounced Case Management Visit to this facility. The purpose of the visit was to ensure that the health, safety, personal rights, licensing conditions and limitations are as required by Title 22 Regulations. LPA toured the facility with the assistance of the Licensee / Temine Atoian at 2:35PM and observed fifteen (15) children present. Per Licensee, there are currently 34 children enrolled. The facility is licensed for a maximum capacity of 14 children. The licensee is currently operating the Family Child Care Home beyond the conditions and limitations specified on the license, including the capacity limitations. This constitutes the second instance in less than a month in which the licensee has failed to comply with licensing requirements. This noncompliance poses an immediate risk to the health, safety, and personal rights of the children in care. The following deficiency was observed to be in violation of California code of Regulations, Title 22, Division 6 (refer to 809D). Upon receipt of this report, the Licensee shall post the Notice of Site Visit and any Licensing report documenting a type “A” deficiency. The report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required, will result in an immediate $100 civil penalty. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement of Receipt (LIC 9224 form must be maintained in each child’s file immediately upon receipt from parent. Licensee was provided with a copy of the Acknowledgement of Receipt of Licensing Reports (LIC 9224) Form during this visit. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee and Appeals Rights provided.
