What the inspector wrote

An announced pre-licensing site inspection was conducted today by Licensing Program Analysts (LPAs) Crystal Green, Elka Chavez, and Patricia Rivas to inspect and measure facility for capacity determination. Licensing staff met with Emily Laguna, Applicant and Monique Ornelas, Director. The proposed hours of operation will be Monday to Friday from 7:45 am 6:00 pm. At approximately 10:05 am, Licensing staff was provided a tour of the facility. The applicant is requesting is to operate a Preschool Program with Toddler Option. This facility will have 3 classrooms: the Preschool classroom 1, Preschool classroom 2 and the Toddler Room. LPAs inspected both preschool classrooms. LPAs observed Preschool classroom 1 to have a floor vent. Per the applicant, the floor vent is nonoperational which will made inaccessible to the children via a rug. In Preschool classroom 2, LPAs observed one wall to be a glass rollup door which was observed to be secured to the floor and the lock box made inaccessible to children. The both preschool classrooms were observed to have age- appropriate toys and equipment. Individual storage space was observed accessible to each preschool child. LPAs observed napping cots available for the children within each classroom. The preschool children will have access to 2 toilets, 1 urinal, and 3 sinks. The toilets were observed accommodate the children in care by having age-appropriate equipment. All toilets and sinks are in safe and sanitary operating conditions. Central air and heating are available thorough out the facility. The toddler program shall be conducted in areas physically separate from those used by older or younger children. The indoor activity space for the toddler option program was observed to be physically separate from the space used by the preschool children. Licensing staff observed age-appropriate toys and equipment in the toddler classroom. LPAs observed a 2nd level loft area located within the toddler classroom. LPAs observed the stairs leading to the upper level to be made inaccessible via a child safety gate. Report Continues Page 1 of 3 Per the applicant, the upper level will be used for storage items which will include the napping cots for the children. Per the Director, drop off and pick up for the toddler program will be accessible to the parents via the rear entrance of the facility. The toddlers’ restroom which is located within the toddler classroom. The toddler restroom contained 1 toilet and 1 sink. LPAs viewed step stools. Per the Director, the toddler napping equipment will be stored in the upstairs area of the facility. There will be drinking water available via brita filtered water pitcher and the children will have their own personal sippy cups. There will be emergency supplies and a first aid kit located within each classroom. There are smoke detectors and fire extinguishers located throughout the premises. Carbon monoxide detector was observed to be operational. The isolation area for an ill child will be located in the front office. There will be a parent board with the required postings located near the main entrance of the facility and also at the rear entrance for the toddler program. The facility will use the Bright Wheel application to conduct Sign in and sign out. Licensing staff was guided through the proposed outdoor activity space. Per Applicant, there is only one play area available for the children in care that will be designated for the preschoolers. There is age-appropriate play equipment in the playground. The outdoor space is fenced. Drinking water will be available to children via a water pitcher and disposable cups. There is adequate shade in the yard available. Facility will provide snacks and parents will provide lunch for their child. There is a kitchen prep area located next to the toddler classroom that will be kept inaccessible to the children in care. No transportation will be conducted by the facility. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Child Care Center testing deadline has not passed. LPA Green referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. An approved Fire Clearance has been received by the Department. Based on measurements obtained today, the overall capacity will be 42 children (30 preschoolers and 12 toddlers). LPA Green consulted with the applicant regarding information needed to submit an outdoor waiver request to allow the toddlers to share the play yard with the preschoolers using a staggered play schedule. LPA informed applicant that waivers are not automatically granted and will need to be review by the Regional Office for final approval. LPA obtained pictures of the outdoor play areas during this inspection. The following corrections will need to be made prior to submitting application for final approval. Correction will be due by 10/01/2023. • Applicant will place a changing table within arm’s reach of a sink within the toddler classroom. An exit interview was conducted with Applicant, Emily Laguna and a signed copy of this report was provided. Report Ends Page 3 of 3
