What the inspector wrote

The Licensee stated that a child took her monthly covid test the child tested positive and the parent made the disclosure to Licensee Patrick. Licensee Patrick stated she text the other parents to have all children tested before they return to the facility. Licensee Patrick close the facility for four days to perform deep cleaning and for herself and assistant to get covid test. After Licensee Patrick received negative test results from assistant and children licensee re-open the facility. LPA was able to interview the RP. During the interview RP stated she only observed one child during pick up outside the facility without a mask on. RP stated the child was with their parent. LPA ask did you observed the Licensee or the Licensee Assistant without a mask. RP stated no, all the time during drop off and pick up RP observed Licensee and Licensee Assistant with mask and proper PPE. During an interview Licensee assistant stated during drop and pick she always wear mask. Licensee assistant never observed children arriving without mask or leaving without a mask. Licensee assistant stated the facility provided extra mask for children if their mask becomes soiled or damage. Also, each child has personalized mask seal in bag in their cubie. LPA Bailey interview the parents, parents observed that Licensee and Licensee assistant was practicing proper PPE. No parent made disclosure or observed children without mask at drop off and pick up. LPA made second attempted to conducted interview with RP and children no response. During the first and second inspection LPA observed Licensee and staff practicing proper PPE along with the children in care. Licensee guided LPA thru the facility covid-19 protocol in accordance to CDC, DPH and CCL requirements for family childcare home. It is possible that child remove their mask at pick up once outside the facility in the care of their parent. However, Licensee and Licensee assistant are taking the proper action to protect the children, of further covid-19 outbreak at the facility. Regarding this allegation that facility staff and children are not practicing proper PPE, and day care children diagnosed with covid based on the evidence obtained during the investigation through interviews with staff, parents and children, observation, and record review, the evidence does not support the above allegation. Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
