What the inspector wrote

Licensing Program Analysts (LPAs) Jeanette Estrada and Jonnisha Culbert conducted an unannounced annual inspection to the above facility. The facility is also being evaluated for a capacity increase during this inspection. Fire clearance for a capacity of 14 was approved on 05/24/23. At the time of initial licensure, Licensee did not have consent from landlord for 14 children. Since, Licensee has obtained consent for two additional (14 capacity) children. LPAs arrived at the facility at 9:45AM and met with Marjani Williams, Licensee who guided analysts on a tour of the facility. LPAs provided the Licensee with an entrance checklist. Per Licensee, care will be provided for children ages 6 weeks to 13 years old. Hours of operation are 24 hours 7 days a week. Licensee was advised care cannot be provided for a continuous 24 hours. The day care facility is a four bedroom, two bathroom home with a front yard, living room (day care area), kitchen, fenced backyard, laundry room and attached garage (access from inside the home). Off Limit areas to children in care: three bedrooms (safety knobs installed), one bathroom inside one off limit bedroom and garage. On Limit areas to children in care: Living room (main day care area), one bedroom used for activities/napping, hallway bathroom, fenced backyard and laundry room in passing to backyard. Areas accessible to children were checked for safety, comfort, cleanliness, telephone service (landline), ventilation and heating. There is central air and heating in the home. Per Licensee, children have access to one bedroom that that is used for activities, napping, and isolation. The living room is the main day care area. Per Licensee, the living room is used for activities, naps, and meals. LPAs observed age appropriate materials and toys available for children in the day care area. Napping cots are available for children. Per License, there are two infants enrolled over 12 months old that also use napping cots. LPAs observed two Pages 2 high chairs in the day care area. There is a safety gate blocking the entrance to the kitchen next to the day care area, making it inaccessible to children in care. Per Licensee, breakfast, lunch, snacks, and dinner are provided if necessary. LPAs reminded Licensee that if children bring food from home it shall be labeled and stored or refrigerated properly. Detergents, cleaning compounds, sharp objects and hazardous items that can pose a danger to children are inaccessible to children in care. Knives are kept above the refrigerator. Cleaning products and laundry detergent are kept in the off limits garage. LPAs observed a safety knob installed on the garage door. Per Licensee personal medicine is also kept in the garage. Per Licensee, there are no poisons kept in the home. Children use bathroom near accessible bedroom. LPAs observed the cabinets where supplies are stored had latches installed to prevent access. LPAs did not observe any cleaning supplies or medicine in the bathroom. LPAs advised that if any poisons are kept in the home at a later date to keep them in a locked cabinet or container in an inaccessible area. LPAs observed an operable smoke detector and carbon monoxide detector in the day care room. There is a 2A10BC fire extinguisher near the kitchen with proof of purchase dated 7/1/2024. LPAs observed electrical outlets covered throughout the home. For outdoor play children use fenced backyard. Per Licensee, children are escorted through the laundry room to access fenced backyard. LPAs advised licensee to always supervise children as they walk through that area due to water heater. LPAs observed age appropriate toys and cushion under play apparatus for safety. Per the Licensee there are no bodies of water on the premises such as pools/ hot tubs or spas. LPAs did not observe any bodies of water. Per Licensee, the are no weapons or pets in the home. LPAs conducted a file review of five children's files, staff's files, and Licensee's file. For the children and staff all required documents were observed. Licensee's required Health and Safety Training, Nutrition Training, Lead training was conducted on 4/16/23 . Licensee completed pediatric first aid/cpr course by the American Heart Association on 7/1/2024 and the required Mandated Reporter Training for child care providers on expires 7/7/2024. LPAs advised Licensee to renew mandated reporter training before expiration. All adults working have proof of TB clearance, required immunization against measles, pertussis and flu declinations. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Marjani Williams, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies sited during today\342\200\231s visit. An approved capacity of 14 will be granted upon Department approval. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Marjani Williams.
