What the inspector wrote

On 7/22/2025, at approximately 9:50AM, Licensing Program Analysts (LPAs) Nicole Tran and Maria Olguin-Leon conducted an unannounced, annual inspection at the facility. LPAs met with Director, Marcelle Achermann (D1), and explained the purpose of the visit. Present during the visit was D1, 2 staff members, and 1 toddler and 8 preschool age children. The hours of operation are Monday to Friday from 7:15AM \342\200\223 5:15PM. LPAs inspected the facility for health and safety hazards with D1. The facility has a fire alarm system and fully charged 2A10BC fire extinguishers on the premise. All poisons, chemicals, and cleaning detergents have been made inaccessible to children. Off-limits areas are secured with childproof knobs and locks. Electrical outlets are secured with covers or have been physically blocked with furniture. LPAs observed a variety of age-appropriate toys and learning materials. Furniture is in good repair and have no sharp or loose edges. Cubbies are available for children\342\200\231s personal use and are labeled with their names. Children bring lunch from home and the facility provides snacks. The daily snack menu is posted on the refrigerator in the kitchen. Per D1, no child currently enrolled has a food allergy. Children bring their own water bottles and are refilled using Brita filter pitchers as needed. The facility provides rubber mats for nap time and are wiped down weekly. Families provide their own bedding and linens and bring them home to wash weekly. Continued on Page Two Page Two The outdoor activity space is at the front of the facility and contains a variety of age-appropriate toys and equipment. There is a house play structure for imaginary play, a swing set, and water play tables. Per D1, the water play tables are not often used and children are always supervised when playing with them. The outdoor area is secured with a fence that is at least four feet high. There is artificial turf and wood chips to provide cushioning on the ground for children. Children\342\200\231s water bottles are available for them to drink from as they play outside. There are no swimming pools or other similar bodies of water. LPAs reviewed 3 staff files and there is at least one staff member with EMSA certified Pediatric CPR & First Aid training. LPAs reviewed 9 children files, and all contain an admission agreement, identification form, and immunization records. The facility\342\200\231s license and other postings are available for review above the children\342\200\231s cubbies and in the kitchen. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Appeal rights were provided and explained.
