What the inspector wrote

At 1:15pm on 12/8/2025 Licensing Program Analyst (LPA) Matthew Gallo met with facility representative Kari Stratton for the purpose of an unannounced annual random inspection. Upon arrival, LPA observed a census of 11 preschool children supervised by 2 staff, and facility representative was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility operates 8:00am-4:00pm, Monday-Friday, and 8:30am-1:00pm during the summer. LPA toured the building including all activity and classroom spaces, restrooms, food service and outdoor play areas. All necessary postings were observed. Facility representative stated there were no poisons or firearms on the premises, and LPA did not observe any bodies of water. Furniture and equipment were in good condition and floors were clean throughout the facility. Playground equipment and surfaces were free of loose or sharp parts, and the areas underneath or around climbing equipment were sufficiently cushioned with wood chips. Drinking water was readily available to children both indoors and outdoors. Children bring food from home and the facility provides snacks. The food preparation space was free of litter, all food was protected against contamination, and storage containers with solid waste had tight-fitting covers. Toileting facilities were in safe, sanitary, and operating condition. LPA observed first aid supplies, a carbon monoxide detector, smoke detector, and fully charged 2A10BC fire extinguisher within the facility. The sign in/out sheet recorded full legal signatures. During an inspection of an under-sink cabinet next to the facility entrance, LPA observed a bottle of nonprescription heavy mineral oil laxative that was labeled as expired. The cabinet did not feature a safety lock, leaving the laxative accessible to children. Report continues on 809-C Staff and children's records were reviewed and observed to be complete. Review of staff records confirmed at least one staff member present today has current Pediatric CPR and First Aid certification, and that all staff currently employed with the facility have valid AB1207 Mandated Reporter Training certificates. Criminal record clearances were also verified, and facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Facility representative was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding childcare updates, forms, regulations and legislation pertaining to child care centers. Facility representative was also informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Report continues on 809-C A Title 22 deficiency is cited on the subsequent page of this report. LPA Matthew Gallo informed facility representative Kari Stratton that this report dated 12/8/2025 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Also, LPA Gallo informed the facility representative to provide a copy of this licensing report dated 12/8/2025 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Exit interview conducted and report was reviewed with the facility representative, Kari Stratton. A notice of site visit was given and must remain posted for 30 days. LPA provided appeal rights.
