What the inspector wrote

Application Specialist (AS) Mai Lor and Licensing Program Manager (LPM) Keven Peters met with Applicant Andorra Fierro, Board Members Lauren Bello and Knoop-Koblick for the purpose of an announced pre-licensing change of ownership inspection. Present during this inspection is Licensee Abbie Lara. This is a change of ownership from Conecta Preschool #293622287. Applicant is requesting a preschool license to serve 30 preschool children from age two to entry into kindergarten. The program will operate Monday through Friday from 8:30 AM to 4:00 PM. The fire clearance was granted on 11/23/2022. AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. Entrance Checklist was provided to the applicant. INDOOR ACTIVITY SPACE: The preschool is located in a public two-story building. The bottom floor has a one restroom equipped with two toilets, and three sinks. Applicant is requesting to use an additional room directly across from the classroom as the staff and isolation room. The upstairs floor has three classrooms and does not have toilets or sinks available for children. Applicant was advised that children located in the upper floor will need to be escorted to use the restroom located downstairs. AS observed a balcony that runs along the side of the classrooms. Applicant was advised that the balcony is off limit and is not part of the licensed area until further clarification is obtained. (Report continued on subsequent LIC 809) AS observed sufficient amount of age-appropriate equipment, toys, tables. Applicant stated she has additional cots and cubbies that she will bring from the currently licensed location. There is a first aid kit in each classroom. Applicant stated medications will stored in the kitchen. Applicant stated there are no firearms or weapon on the premises. Applicant stated indoor and outdoor drinking water will be provided individualized water bottles. AS did not observed a carbon monoxide detector in the facility. AS observed a paper sign-in/sign-out system. Applicant stated the facility will provide morning and afternoon snack, and lunch. The classrooms were previously measured on 4/5/18 and 4/30/18. The total classroom space contains a total of 1,341 square feet. which will accommodate the requested capacity for 30 preschool children. An additional staff office (located across from the downstairs classroom) was inspected but will not be used as square footage towards the capacity. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the staff office and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: There is an outdoor activity space for preschool children. The outdoor play area is surrounded by a chain linked fence that is at least four feet tall. No play structure or climbing structure were observed. Applicant stated that she will bring additional outdoor equipment. Trees and overhangs are utilized as shade. The outdoor space was previously measured 4/5/2018. There have been no changes to the outdoor square footage. The outdoor play area contains a total of 2,627 square feet, which will accommodate Applicant's request for 30 preschool children. AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. (Report continued on subsequent LIC 809) This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request. Pending review of director exception request LPM Peters reviewed CCC Application packet prior to the visit and approved the packet. As of today 01/26/2023 LPM Approves licensure of the facility. The facility plans to begin operating as Little Gems of the Sierra at close of business on Friday 01/27/2023.
