Page 2 of 2 During the course of investigation, LPA interviewed fourteen (14) staff who work in the Infant/Toddler program and Preschool program. Children were not interviewed due to their age being young and not being qualified. LPA contacted random parents as well. During the course of investigation and interviews with fourteen (14) staff, LPA was told that staff did not witness or heard staff yell at children. The management stated nobody brought up this issue to their attention Management checks the classrooms or passes by during the day, and they have not heard anybody yelling. Staff stated they would report them if they witnessed staff yelling. They stated staff in the infant/toddler rooms are nice, sweet, kind, and patient. There is no discipline that they can do with the little ones except for distracting them or talking to them at eye level telling them not to hit or bite other children. A few staff stated they have heard the staff in the toddler room use their firm voice and say "No" that is not nice but nothing like yelling. The classrooms are in open space with large windows that are visible from outside. Staff stated they are under cameras in the classrooms. Parents watch their children and staff in the classroom. They would say something if they saw anything inappropriate. They said they might raise their voice to get children's attention when kids are loud. That does not mean they yell at them. A few staff have seen staff speak firmly when children are in danger to stop them. In the toddler room, children run around, and the staff watch them closely and staff remind them to slow down in a firm voice such as "Be careful" Don't touch that". "Don't hit your friend" but these are not yelling at children. They just want them to learn or stop them from doing something that might hurt them. Based on the interviews with fourteen (14) staff, contacting ten random parents of whom three responded with no concerns regarding the allegation, there is not enough evidence or witness to support the above allegation. This agency has investigated the complaint, alleging, 1) Staff yell at infants, “although the allegation may have happened or is valid, there is not a preponderance of evidence to prove, the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. The director, Ivette Ceballos, was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. Notice of Site Visit was posted. The notice of the site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The exit interview was conducted with the director, Ivette Ceballos. End of report
