Page 1 of 3 On April 18, 2025, Licensing Program Analysts (LPA), Mahnaz (Nancy) Malek conducted and inspection of this facility for the purpose of increasing the infant/toddler capacity. LPA met with the director, Mary Joy Hilsabeck. LPA took census. There were 7 infants with two staff in Infant Room 1, no children in Infant Room 2, and 11 napping children with 2 staff in Toddler Room. The facility is currently licensed for 32 infants and toddlers in Infant Room 1, Infant Room 2, and Toddler Room. The facility has requested to increase their infant/toddler capacity from 32 children to 40 children by adding a room from the preschool program. The facility has requested to provide care and supervision to ages 6 weeks old to 2 years old and the operation hours to be from Monday to Friday from 6:30 am to 6:00 pm. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All indoor and outdoor activity space utilized for the children was inspected today. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the front entrance. Parents sign in and out their children electronically. LPA measured all 4 rooms today (Infant Room 1, Infant Room 2, Toddler Room 1, and Toddler Room 2). Total indoor activity space measured at 2086 Square feet, which is sufficient to accommodate the requested overall capacity of 40 infants and toddlers. The crib area in the Infant Room 1 and Infant Room 2 were measured 148 square feet in each room which were not calculated in the activity measurements. LPA viewed age-appropriate furniture and equipment, including tables, chairs, cubbies, cots, and cribs in Continued on page 2 Page 2 of 3 the Infant Rooms. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA observed a total of 12 sinks and 4 toilets available to children. There are two staff bathrooms that includes one toilet and one sink in each one. Each classroom is equipped with a changing table with a sink within an arm reach of a sink. The isolation area for children who are ill will be the Director's office. The staff bathroom will be designated for sick children's use. Facility provides morning, afternoon snack and lunch to children. Menu is posted. The outdoor space for infants and toddlers were inspected. The outdoor space was measured at 1990 square feet which accommodates 26 infants and toddlers. The playground is fully fenced. The surface of the playground is grass. A very low climbing structure/slide is located on the wood chips cushioning around the falling zones. Shade is provided. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP on 9/14/2022. There is no lead exceedance on the facility lead report. Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-carecenters The facility representative, Mary Joy Hilsabeck was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing Continued on page 3 Page 3 of 3 clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The director, Mary Joy Hilsabeck was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity on 4/8/2025 with the restriction numbers as 8 children in Infant Rooms 1 and 2, and 12 toddlers in Toddler Rooms 1 and 2. . Based on today's measurement of indoor/outdoor, and number of sinks and toilets, the facility meets the requirements for the requested capacity of 40 infants and toddlers. However, the measurement of the outdoor space can accommodate 26 infants and toddlers only. The facility will be granted the increasing capacity of 40 infants and toddlers will be approved after final review and approval of the waiver. A waiver approval is needed for using the playground for 40 children on a staggered scheduling to limit for 26 children at any given time. Please submit the following for waiver approval no later than 30 days of today's report. 1- Waiver request letter with the scheduling 2- Sketch of the outdoor space 3- Photo of the playground 4- LIC 500 A notice of site visit was given to facility representative, Shannon Valdez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
