What the inspector wrote

On 10/21/2025, Licensing Program Analyst (LPA) Olivia Meza and Alma Castro conducted an initial case management inspection to follow up on a self reported unusual incident that was submitted to CCL Regional Licensing Office on 10/17/2025. LPAs Met with the Director, Loretta Munoz. A tour of the facility was conducted, and census was taken: LPA observed twenty two (22) infants with nine (9) teachers. According to Loretta Munoz, The Director of the facility, the unusual incident occurred on 10/16/25 that stated while S4 (Staff four) was holding C1 (Child one), S2 (Staff two) attempted to grab C1 out of S4's arms. During today's inspection, LPAs conducted classroom observations, interviewed staff members and reviewed documentation of: video surveillance, write ups, employee handbook, staff roster, children's roster and other pertinent documents. Due to insufficient information available at this time, the incident needs further investigation. If deficiencies were observed they will be cited at a later date. Exit interview was conducted. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days.
