This was not met as evidenced by: LPA interviews with Reporting Party, Director, 4 staff members and 1 parent, it was discovered that subject child and other children who attend the facility are receiving a diaper change over 2.5 hours after their last diaper change, causing a rash on the child. Children need to be changed as needed. This poses an immediate risk to the personal rights of children in care.
