What the inspector wrote

Licensing Program Analyst, LPA P Rivas conducted an unannounced case management visit per Licensee's request to decrease capacity from 82 to 70 and to add a Toddler Component for 12 toddlers (ages 18 months to 36 months) by changing the use of 2 year old room to toddler room. LPA was assisted by Director Yareli Juarez. Census was taken, In 2 year old room there were 4 children and 2 teachers, in the the 3year old room there were 8 children and one teacher, in the 4year old room there were 6 children and one teacher, in the TK room there were 12 children and one teacher. During visit, Director had to step into assist with maintaining ratio as children continued to arrive. During visit Nicole Anderson, Executive Director arrived to continue assistance. Review of Criminal record clearances were verified through Guardian. All staff were fingerprinted and cleared. The hours of operation are Monday-Friday 6:30am to 6:00pm. Executive Director reports there has been no changes in configuration of classrooms. During today's visit LPA Rivas measured Toddler Room (previously identified as 2year old room) for a total of 420 square feet which is sufficient to meet the capacity requested for the toddler option program. The remainder of the indoor activity space measurements are based on measurements of visit conducted on 02/10/16 with a total square footage for preschool measuring at 2868 square feet less 420 for a total square footage of 2448 square feet The preschool square footage is insufficient to meet the requested capacity. Applicant reports they will reduce the requested pre school capacity to 69 i nstead of 70 and will submit a new lic 200a. The Toddler Component has a designated toilet and sink in the bathroom. There are two sinks inside the toddler classroom. The furniture fixtures and supplies is age appropriate and sufficient for the capacity requested.including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. There is a changing table that has 3 inch sides and is within hands reach of a sink. Drinking water is available in the classrooms via drinking fountaint. LPAs observed all hazardous items to be inaccessible page 2 to children. There are no bodies of water or weapons on the property. The yard is separate and children will access playground by going out through the bathroom doors and around so as to not co mingle with the 3year old classroom. The outside activity space was measured for the toddler component at 1482 square feet which is sufficient for the requested capacity. There is a art/garden area that will only be used by preschool children but is totally enclosed by a 3 foot 1 inch wrought iron fence. The Toddler Playground is completely enclosed by a brick and wrought iron gates that self latch. The fences are over 5 feet tall. The equipment is age appropriate including but not limited to slides, climbing equipment, tricycles . The Playground is covered with 1/2 inch thick artificial grass, which is over two inches of sand, over half inch padding through out and an added 1 inch padding under the fall zones. Executive Director reports there have been no injuries to children from falling on fall zone. The preschool activity space measured at 4761.22 square inches which is insufficient for the capacity requested. The applicant will submit a Waiver to use playground on rotational basis. The facility has a total of 6 toilets and 10 sinks. Which is sufficient for the requested capacity. One Toilet and 3 sinks are designated for Toddler Component. Preschool has 5 toilets and 7 sinks designated for their use. Director reports that children bring in their own water bottles and facility has water available for them if they forget. Director reports there is no smoking allowed, there are no guns or weapons allowed. Sign in and out procedure, parents sign the children in and out in their classrooms. The facility provides snacks and meals For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, i page 3 the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following is needed prior to licensure; 1. An updated lic 200a with capacity for preschool of 69 2. A waiver request and approval for 3 year olds to use Toddler Option Yard. 3. A waiver request and approval for insufficient outside space for the preschool Children. 4. Final review of application packet. 5. Updated lic 500 with teacher designation 6.Updated Fire Clearance Items to be provided by 05/25/34. A capacity decrease to 69 pre school children and an Addition of 12 Toddler Option may be granted after the above requirements are met and a final file review is conducted. A notice of site visit was given to Executive Nicole Anderson and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days Exit interview conducted and report was reviewed with the Executive Director Nicole Anderson.
