Inspector’s narrative

What the inspector wrote

(Page 2) On 6/25/2025, the Orange County Regional Child Care Licensing Office received a complaint with three (3) allegations listed above: Reporting Party (RP) alleged that (1) staff yelled at children in care, (2) staff did not provide adequate supervision to child in care, and (3) staff did not maintain proper teacher-child ratios. On 6/27/2025, LPA made an unannounced visit to the facility. LPA interviewed five (5) staff and five (5) children. Staff and children interviewed stated that staff do not yell at children. One out of five staff interviewed stated that there are times when staff have to raise their voices because the room gets loud. All staff interviewed stated that they provide supervision indoors and outdoors by spreading out throughout the classroom and playground to ensure that all children are being watched. All children interviewed stated that their teachers are always nearby when they are in the classroom or on the playground. Parents interviewed did not provide any concern regarding the allegations. LPA conducted records reviews of staff sign in sheets and children's attendance sheets. Based on record reviews, LPA did not find any dates that the facility was operating out of ratio. The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) staff yelled at children in care, (2) staff did not provide adequate supervision to child in care, and (3) staff did not maintain proper teacher-child ratios: although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. No deficiencies cited and report was reviewed with the Facility Representative, Habibeh Lahijani. Notice of Site Visit was given and must remain posted for 30 days.
