What the inspector wrote

Page 2 During the investigation LPA toured the facility, interviewed three staff, interviewed co-complainant, and obtained the facility roster. Reporting Party (RP) alleges, Facility has mold. On 2/25/2026 LPA interviewed co-complainant via telephone call. When co\342\200\223complainant was asked how they were made of mold at the facility, co\342\200\223complainant responded stating \342\200\234they are assuming due to child #1 (C1) who attends preschool at the facility constantly being sick.\342\200\235 On 2/25/2026, LPA interviewed three staff. Staff interviewed stated they were never made aware of the facility having mold nor were there any concerns of mold being present. The facility didn't have any documentation available showing the facility had tested for mold. The department does not require childcare centers to conduct routine mold testing. LPA toured the facility on 2/25/2026 and on 3/5/2026 and while touring the facility, LPA did not observe any water damage, visible stains, or unusual smells. Based on observation while touring the facility, interviews with staff, parents, and co-complainant; there is not enough preponderance of evidence to prove the alleged violation did or did not occur. On 02/27/2026, LPA contacted 10 parents via phone call. Out of 10 parents called, LPA was able to interview three parents. Parents interviewed did not divulge any information pertaining to the allegations. Children were not interviewed during the investigation due to the nature of the allegation. Based on LPA observation, interviews with staff, parents, and co\342\200\223complainant there is not enough evidence to substantiate the allegation. The Orange County Childcare Office has investigated the complaint alleging (1) Facility has mold: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Wendy Braun.
