What the inspector wrote

Page 2 On 4/7/2026, the Orange County Regional Child Care Licensing Office received a complaint with one allegation listed above: (1) Staff leave child in soiled diaper/clothes. During the investigation, LPA interviewed eight (8) staff members and two (2) parents. Children were not interviewed due to the children being nonverbal. LPA also obtained a copy of the children’s roster, staff roster, and documents pertinent to the investigation. The LPA completed an observation and inspection on the inventory of diapers and clothes. During the interviews, eight (8) out of eight (8) staff members stated that they do follow the policy procedure on diaper changing. Seven (7) out of eight (8) staff members stated that they change the infant’s diaper every 2 hours or as needed, and staff #1 stated that they change the infant’s diaper every 1 hour and half. LPA contacted eight (8) parents, only two (2) parents responded. All interviewed parents stated they did not have any concern related to the allegation. During the visit on 4/9/2026, LPA observed the inventory of diapers and clothes in each classroom, and the LPA observed there were sufficient supplies of both diapers and clothes available. LPA reviewed two children’s diaper logs, and the diaper logs indicate staff members change the infant’s diapers every 2 hours or as needed. Based on the information gathered from LPAs’ interviews, observations, records, the preponderance of the evidence has not been met. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation of Staff leave child in soiled diaper/clothes, therefore, the allegation is UNSUBSTANTIATED. A notice of site visit was given and must remain posted for 30 days. Appeal rights were given. Exit interview conducted and report was reviewed with the Director Rapien, Dora. End of report.
