What the inspector wrote

Licensing Program Analyst (LPA) Jeremey McClain met with facility representative Navneet Baring for an unannounced Case Management Inspection regarding an Unusual Incident Report. LPAs observed 42 by six children supervised by seven staff members. It was reported that on 03/10/2026 at approximately 4:08 pm, Child 1 eloped from the preschool 2 playground and made it outside of the facility without supervision. Child 1 was observed by the facility representative from her office window leading to the parking lot. The Child’s grandmother was arriving for pick up when this occurred. Child 1 did not sustain any injuries. An exit interview was conducted, and the report was reviewed with facility representative Nita Baring. A Notice of Site Visit was provided and shall remain posted for 30 days. LPA Jeremey informed facility representative Navneet Barin that this report dated 04/21/2026 documents one Type A citation which shall be posted for 30 consecutive days as there was an immediate risk to the health, safety, or personal rights of children in care. Also, LPA Jeremey McClain informed the facility representative Nita Baring to provide a copy of this licensing report dated 04/21/2026 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

(1)No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation. This requirement was not met as evidenced by the facility self-reporting that on 03/10/2026, Child 1 eloped from the facility temporarily without supervision from staff before being retrieved by facility representative Navneet Baring.
