What the inspector wrote

Based on record review and confidential interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12, Chapter 1), are being cited on the attached LIC 9099D. An exit interview was conducted, and this report was reviewed with Director Blanca Flores. Appeal rights were discussed and provided during the exit interview. A notice of site visit was given and must remain posted for 30 days.

    101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (3) To be free from corporal or unusual punishment, infliction of pain, humiliation...This requirement was not met as evidenced by: Based on interviews C1 was instructed on how to clean themselves by S3 from the doorway of the restroom after having a potty incident, which resulted in C1 being in the restroom for approximately 30 to 40 minutes attempting to clean themselves with wet paper towels.
