What the inspector wrote

Licensing Program Analyst (LPA), Ana Noble conducted an annual inspection as part of a compliance review and completing a Change in Capacity. All three classrooms were measured during todays visit (E-2, Classrooms 1-3) these classrooms are located in a separate Building (E-2) on the Campus. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: Fire Clearance granted on 7/27/23. \302\267 The following items were posted and updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent\342\200\231s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu \302\267 The facility is operating within the limits as stated on the license. No children were present during this inspection. \302\267 Ratios are being met during this inspection-No children were present during inspection. \302\267 Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards \302\267 There are no weapons present at the facility as stated by Facility Representative. \302\267 There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Drinking water is provided in the indoor activity space with water dispenser and children's own drink containers brought from home and in the outdoor activity space by water pitcher \302\267 Medications are stored where inaccessible to children in the Office in Building E-10 Kitchen in Building E-9 and in Classroom 2 in Building E-2 in locked box. \302\267 Hazardous items are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous \302\267 Poisons and toxins are locked and inaccessible to children \302\267 All floors were observed to be safe and clean. \302\267 Bathrooms were observed to be safe, sanitary and in operating condition \302\267 Playgrounds are enclosed by appropriate fences and free of hazards \302\267 Outdoor activity areas are supplied with age and size appropriate equipment in good condition \302\267 Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin. Children bring there own lunch-only serving snacks. \302\267 Food is stored appropriately and protected from contamination with fitting covers that are kept on, and in good repair \302\267 Sign in/Sign out record was reviewed and meets regulation requirements \302\267 Disaster drills are conducted at least every six months \342\200\223 last drill was conducted on 5/17/23 A review of staff and children's records were conducted as part of this evaluation. \302\267 Children\342\200\231s records were found to be complete during this inspection. \302\267 Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired. \302\267 A staff member is present with current Pediatric CPR/First Aid which expires on 8/15/24. \302\267 Opening and closing staff member\342\200\231s CPR/First Aid expires on 8/15/24 \302\267 Director completed Health and Safety Training \302\267 A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP) LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. \302\267 CCC completed sampling but the test results are not yet available LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. On-line Licensing forms & regulations for a Child Care Center can be obtained on the Department\342\200\231s website: www.ccld.ca.gov . Additionally, there is a link to \342\200\234Receive Important Updates\342\200\235 located on the right side of the page, immediately above Quick Links. One can add their email address and choose which program(s) they wish to receive Provider Information Notices (PIN) for. The Duty Officer is available to answer questions Monday \342\200\223 Friday; 8:00am to 5:00pm at: 1-844-LET-US-NO (1-844-538-8766) and/or 951-782-4200 The licensee/director was asked to update the following documents, if applicable, and submit to licensing within 30 days: 1. LIC 500 Personnel Report 2. LIC 610 Emergency & Disaster Plan 3. Parent Handbook/ Program Curriculum/Admission policies and procedures/ fee schedule (only if changes have been made or file copy is more than 2 years old) 4. LIC 309 Administrative Organization (only if changes have been made or file copy is more than 2 years old) 5. LIC 308 Designation of Administrative Responsibility (only if changes have been made & current designation is on file) There are no deficiencies being cited at this time. Prior to approval of the increase in capacity and new classroom in Building E-2 (Three new classrooms) the following must be completed: 1. Power wash all outdoor toys/equipment and space. 2. Mow the overgrown lawn/grass in the playground. 3. Remove the broken tree branches from the playground. 4. Label the children restrooms in Building E-2. During the exit interview, the Director Jennifer Traub, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and this report was reviewed with the Director, Jennifer Traub. Appeal rights were discussed and provided during the exit interview.
