    Responsibility for Providing Care and Supervision: (a) The licensee shall provide care and supervision as necessary to meet the children’s needs. This was not being met as evidenced by: Based on interviews conducted, staff were not able to provide adequate supervision to meet the needs of C1, and C2 while they engaged in a physical altercation. This is a potential personal rights risk to children in care.

    Based on observation, the licensee did not comply with the section cited above there was an unlocked cabinet underneath the kitchen sink that obtained bleach and other cleaning toxins that should be inaccessible, posed a potential health, safety or personal rights risk to persons in care.

Based on interviews C1 sustained an injury while in care at the facility. Staff were unable to recall the events of how C1 sustained the injury, therefore C1's legal guardian was not notified by the facility. This poses a health and safety risk to children in care.
