Licensing Program Analyst (LPAs), Eric Ramos and Giselle Carbullido conducted a required/annual inspection as part of a compliance review. This is a combination center, and the other licensed programs are: School-Age and Preschool which were also inspected on this date. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: \302\267 The following items were posted and updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent\342\200\231s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu \302\267 The facility is operating with the limits as stated on the license. \302\267 Ratios are being met during this inspection. \302\267 Classrooms are adequately equipped with age and size appropriate furniture and equipment and are free of hazards. \302\267 There are no weapons present at the facility as stated by Associate Director Tanya Soleski. \302\267 There are no accessible bodies of water present. All wading pools or similar products must be emptied immediately after use and stored in an upright position. \302\267 Drinking water is provided in the indoor/outdoor activity space by water pitchers and drinking fountains. \302\267 Medications are stored where inaccessible to children. \302\267 Hazardous items are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous. \302\267 Poisons and toxins are locked and inaccessible to children. \302\267 All floors were observed to be clean and safe. \302\267 Highchairs and tables have broad based legs and trays lock into place. \302\267 Changing tables are within arm\342\200\231s reach of a sink; padding is at least 1\342\200\235 thick with raised sides of at least 3\342\200\235 covered in washable vinyl or plastic. \302\267 Hand washing is completed before and after each diaper change and before feeding an infant. \302\267 Bathrooms were observed to be safe, sanitary and in operating condition; there is at least 1 potty chair for every 5 potty-training infants. \302\267 Playgrounds are enclosed by appropriate fencing and free of hazards. \302\267 Outdoor activity areas are supplied with age and size appropriate equipment in good condition. \302\267 The areas around or under high climbing equipment, swings, slides, and similar equipment have cushioned material that absorbs falls. \302\267 Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin. \302\267 Menus shall be posted at least one week in advance in a place visible by the child\342\200\231s authorized representative, dated and kept on file for 30 days, and made available upon request. \302\267 Food is stored appropriately and protected from contamination. \302\267 All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair. \302\267 Sign in/Sign out record was reviewed and meets regulation requirements. \302\267 Disaster drills are conducted at least every six months \342\200\223 last drill conducted on 03/21/2025. \302\267 Carbon monoxide detector was not present. During facility tour, LPAs observed that there was no carbon monoxide detector in the infant classroom 16/17. Facility staff placed a carbon monoxide detector in the infant classroom and tested for functionality during visit. A review of staff and children's records were conducted as part of this evaluation. \302\267 The licensee/director is asked to update the following documents, if applicable, and submit to licensing within 30 days: 1. LIC 500 Personnel Report 2. LIC 610 Emergency & Disaster Plan 3. Parent Handbook/ Program Curriculum/Admission policies and procedures/ fee schedule (only if changes have been made or file copy is more than 2 years old). 4. LIC 309 Administrative Organization (only if changes have been made or file copy is more than 2 years old). 5. LIC 308 Designation of Administrative Responsibility (only if changes have been made & current designation is on file). \302\267 Children\342\200\231s records were found to be complete during this inspection. \302\267 A staff member is present with current Pediatric CPR/First Aid which expires on 06/2026. \302\267 Opening and closing staff member\342\200\231s CPR/First Aid expires on 06/2026. \302\267 Director completed Health and Safety Training in Spring of 2012. \302\267 All staff present meet minimum qualifications for the position for which they were hired. \302\267 A review of staff records on 04/03/2025 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. The following items were discussed with the Assistant Director during inspection: This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. The Licensee was informed of their reporting requirements and is provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov . The Licensee can submit transfer forms to associate new individuals or to disassociate someone from your facility at: Associations_Disassociations862@dss.ca.gov . LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
