    Based on observation, the licensee did not comply with the section cited above. In touring the back yard, LPA observed two swing sets/structures that were not anchored. At this time, due to extreme weather, children are not participating in outdoor play. Therefore, this poses/posed a potential health, safety or personal rights risk to persons in care.
