Licensing Program Analyst (LPA) Aman Lama arrived at the facility on another matter. LPA was given access to the facility by a parent walking in during pick up. LPA was met with Deborah Angulo, site director. LPA discussed the purpose of today’s visit, toured the facility and took census. Upon record review, LPA determined that two staff that are left alone in the infant classrooms are not fully qualified infant teachers. Per Title 22, Section 101416.2(c)(1)(A), "(c) To be a fully qualified infant care teacher, a teacher shall have the following:(1)Completion, with passing grades, of 12 post secondary semester or equivalent quarter units in early childhood or child development education at an accredited or approved college or university. (A) At least 3 of the units required in (c)(1) above shall be related to the care of infants/ shall contain instruction specific to infants". During a review of staff files, LPA did not see required units in infant care for S1, S2 and S3. See LIC809D for cited deficiencies. Also, LPA Aman Lama informed the Director, Deborah Angulo to provide a copy of this licensing report dated June 02, 2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled, or newly enrolled by the next business day or the next day the child(ren) is(are) in care. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification and kept on file for 12 months from the date of this report. LPA Aman Lama informed Director Deborah Angulo that this report dated June 2, 2026 document(s) (1) Type A citation(s) which shall be posted for 30 consecutive days as there is(are) immediate risk(s) to the health, safety, or personal rights of children in care. An exit interview was conducted with the director, Deborah Angulo. Appeal Rights were discussed and issued, a copy of this report was provided, and a Notice of Site (NOS) Visit was issued. The Notice of Site Visit (LIC9213) shall be posted where the parent/guardian of children enter and exit the facility and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. A copy of this report must be made available for the next three years.
