What the inspector wrote

On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted a return Pre-Licensing inspection for a Change of Ownership application received. Upon arrival, LPA met with Applicant Manoj Wickremesinghe. Applicant is requesting to be licensed for (24) infant in room 1, (28) toddler option in room 2, and (56) preschoolers (2-5) in room 3 and 4. On 09/04/2025 an initial pre-licensing visit was conducted, although most of the visit and report was completed on that date the outdoor activity area was not done due to the three outdoor playgrounds needed to be divided with the appropriate fencing. The measuring of the outdoor playgrounds were done on today's visit. Since the initial application request the applicant decided he did not want to request a school age component. An updated fire clearance STD 850 has been generated and sent to the fire department for updating. A granted fire clearance was obtained on 06/03/2025 which includes the infant, toddler option and preschool components, the requesting age range and capacity is the same as listed on the granted fire clearance. Hours of operation will be Monday - Friday 7:00 am - 6:00 pm. LPA informed Manoj Wickremesinghe Applicant and Lucita Vaughn Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, they will be stored in the kitchen, per applicant. A fully equipped first aid kit is located in office. There is an operational carbon monoxide detector/smoke detector located in each of the children's rooms. All required licensing documents were observed posted in the hall. Children will be signed in and out in the hall. The facility will be transiting to Brightwheel after licensure. It was discussed to have back up hard copy in case of system down. LPA toured the facility and measured the additional preschool room 3 that was not measured on 09/04/2025 and all three playgrounds for the outdoor activity space. Total indoor activity space measured for infants is 1004.59, which is sufficient to accommodate the requested capacity of (24) children. Total indoor activity space measured for toddler option is 1003.85, which is sufficient to accommodate the requested capacity of (28) children. Total indoor activity space measured for preschool is 2030.52, which is sufficient to accommodate the requested capacity of (56) children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via children's own brought water bottles, the facility has Brita filtered water. The facility has paper cups for children if their water bottles are forgotten. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA observed a total of (8) sinks and (8) toilets total for all three component's available for children\342\200\231s use. These are sufficient to accommodate the requested current capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office. Facility will provide am/pm snack and lunch. The kitchen area currently includes sink with hot water, microwave, industrial refrigerator, and large freezer. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. The facility currently has three playgrounds with chain link fencing, which is at least four feet high. Shade is provided via multiple trees, wind sails, and extended awning covering. The total square footage for all the outdoor activity space for infants is 1215.26, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. The total square footage for the outdoor activity space for toddler option children is 2398.90, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for preschool is 20893.21, which is sufficient to accommodate the requested capacity. There are sufficient outdoor age-appropriate toys and play equipment available on all three playgrounds. There is a climbing structure located on the preschool playground which has been previously cleared for a preschool component ages 2-5 and is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. The infant playground has artificial turf and concrete, the toddler option playground has sand and artificial turf, and the preschool playground has sand, wood chips, artificial turf, and walking paths. Drinking water is available via children's own water bottles with filtered Brita water. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Manoj Wickremesinghe and Director Lucita Vaughn was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Criminal Record Clearance - Child Care Centers: Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Review of records to be maintained - Child Care Centers: LPA reviewed with applicant and director the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Safe Sleep (for infant centers)\342\200\223 Child Care Centers and Family Child Care Homes: LPA discussed the safe sleep regulations with applicant and director, the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org--Child Care Centers and Family Child Care Home: Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Subscribe to CCLD important information - Child Care Centers and Family Child Care Homes: Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Corrections needed prior to the issuance of the license: 1. An updated indoor floor sketch and outdoor yard sketch has been requested. The sketches will need to include the requested three components. -continued on LIC 809C- 2. A requested infant playground waiver and a granted approved playground waiver for the infant component will be needed. LPA reviewed all missing documents with the applicant at time of visit and obtained most of the needed documents. LPA will provide an updated missing document list to the applicant with the remainder documents needed to complete the application. Applicant Manoj Wickremesinghe understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the applicant and director. A copy of this report was provided on this date.
