On 8/28/2025 at 9:55 AM, Licensing Program Analyst (LPA) Naomi Hurtado arrived at the facility to conduct a case management visit. The licensee, Maribel Samaniego, has applied to increase capacity to a large family childcare home. Fire Clearance was approved by RV County Fire Department on 6/18/2025. During the case management visit, LPA observed a working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed. The smoke detector and carbon monoxide detector, both of which were tested with the fire department on 6/16/25. There is no fireplace, no stairs, and all hazardous items, including toxins, are stored securely and are inaccessible to children. There are no weapons are present, and the Licensee, Maribel Samaniego, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. There are not any pools, spas, or other bodies of water. Licensee understands that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position. LPA Hurtado went over the capacity and ratio regulations for a large license and reviewed the LIC 9150 that will need to be updated once the large license is approved. There are deficiencies being cited on the attached 809-D page. The application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the Licensee Maribel Samaniego. Appeal rights were discussed and provided during the exit interview.
