What the inspector wrote

On July 6, 2023 at 10:20 AM, Licensing Program Analysts (LPAs) Tanya Washington and Pa Dao Vang met with Licensee, Svetlana Pustovaya for an unannounced required 1 year annual inspection and toured areas of the home accessible to children. LPAs observed Licensee and her spouse providing care and supervision to one infant and seven preschool aged children. Off-limit areas of the home include entire second floor, laundry room, shed and carport area which is separated by a fence. Licensee acknowledged that children may never enter the off-limit areas of the home. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Licensee stated she is open Monday- Friday from 7 AM to 10 PM. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs observed current CPR/First Aid certificates for Licensee which expire 01/2024. LPAs reviewed seven children's files, files inspected had all required information and vaccination records. LPA observed fire drills were conducted at least once every six months and documented. LPAs observed a current children's roster and infant sleep logs for infants. LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. REPORT CONTINUES ON NEXT PAGE LIC809C. LPAs observed that there were no hazardous items accessible to children. The fireplace in the home is properly screened and not in use during day-care hours. LPAs observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. There are no bodies of water on the premises. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA observed current AB1207 Mandated Reporter training for Licensee which is valid until 03/16/2024. LPA informed Licensee that she is able to renew her certification in Russian language through Child Action or online at www.mandatedreporterca.com LPA provided the Community Care Licensing website www.ccld.ca.gov , so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations. LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.
