What the inspector wrote

On 4/12/2021 at 1:00pm, Licensing Program Analyst (LPA), Jan Hoshida, met with Owner, Mercy Ishida, for the purpose of an announced case management tele-inspection (due to COVID-19). Owner has requested a capacity increase from 18 preschool children to 46 preschool children due to increase of added space in the outdoor play area. The facility’s hours of operation are from Monday through Friday from 7:00 am to 6:00 pm. Owner stated that the facility provides morning and afternoon snack and lunch for the children. The Fire Safety Inspection Clearance has been received from the Sacramento Metropolitan Fire Department and the facility has been cleared as of 4/8/2021. LPA observed 11 children supervised by 2 staff. A virtual health and safety tele-inspection was conducted in all areas accessible to children. LPA observed sufficient amount of furniture, toys, cubbies and play equipment in the classrooms. Owner stated that she will be purchasing more napping mats and will provide LPA with an updated materials list. LPA observed a functional carbon monoxide detector. First aid kit and medications are stored in the bathroom in a locked box located on a tall shelf. Disinfectants are inaccessible and stored appropriately. Facility has an electronic sign in/out system. Children who become ill during the day will be isolated in the lobby or back classroom area, if necessary. LPA supervised Owner while she measured the new outdoor play area. The outdoor play area contains a total of 2,792.69 square feet, which will accommodate up to 37 children. Owner understands that she must submit a waiver request to utilize a rotating schedule where no more than 37 children will use the outdoor play area space at one time. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). REPORT CONTINUED ON NEXT PAGE The outdoor play area is enclosed with a fence that is at least four feet tall. There are no bodies of water on the premises. The playground has shade from shade cloth and the building. Owner stated that the facility provides pitchers of water and cups for the children while outside. The play structure states that it is approved for children from ages 2 to 6 years old. LPA used the previous indoor measurements from the facility's licensing reports dated 1/10/2019 (facility #343622719) and 4/8/2020 (facility #343623422). The inside classrooms contain a total of 1,595.952 square feet which will not accommodate the requested capacity for 46 preschool children. There are three toilets and three sinks for the children, which will not accommodate the requested capacity of 46 children. There is a separate private restroom for the staff. Owner stated no changes have been made to the indoor spaces. Owner was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. The facility's Plan of Operation is located in the facility file. Incidental Medical Services and a Plan of Operation is located in the facility file. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Due to insufficient numbers of toilets, sinks and indoor and outdoor square footage, the facility cannot accommodate the requested capacity of 46 children. Owner stated that she will submit a new application (LIC200A) with a requested capacity of 45 children. An exit interview was conducted and Notice of Site Visit was provided. Facility evaluation report was emailed to Owner and an email verification of receipt of report will be used in lieu of a signature on this report. PRIOR TO INCREASE OF CAPACITY APPROVAL THE FOLLOWING MUST BE COMPLETED: 1. Updated Application (LIC200A) for capacity of 45 children. 2. Updated fire clearance. 3. Waiver for rotation of usage of outdoor space with daily schedule of rotations. 4. Licensing Program Manager’s final file review.
