What the inspector wrote

Witness and interview statements, LPA observation, and facility documentation failed to corroborate the allegation that staff handled child in a rough manner, and staff forced chid to nap. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are UNSUBSTANTIATED. This report was reviewed with Director, and an exit interview was conducted. Appeal Rights were provided and a Notice of Site Visit (NOS) was provided to Director, who will post it for a period of 30 days for parental review.
