What the inspector wrote

On May 1, 2025, Licensing Program Analyst (LPA) Julia Maryanova met with Licensee Shalynn Harris for the purpose of an unannounced capacity increase and annual inspection. Licensee has requested to increase from a small family childcare to a large family childcare. Licensee's spouse and adult child were present in the home during inspection. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed two children in care being supervised by licensee and licensee's daughter who is working at the facility as an assistant. Facility hours of operation are Monday through Sunday, 5:00 AM \342\200\223 11:59 PM . Off limit areas will include: the master bedroom downstairs, office, entire second floor, backyard and detached building in the backyard. The licensee acknowledged that child care children may never enter these off-limit areas. Licensee acknowledges that she must contact Community Care Licensing prior to making an off-limit area on-limits, and vice versa. A fire clearance was granted on 04/14/2025 . LPA conducted a health and safety inspection and observed that the facility is clean, safe, sanitary, and in good repair with ventilation. LPA observed the required documents were posted where visible to parents. The facility has equipment and toys safe for children. LPA observed that there were no hazardous items\342\200\224such as cleaning compounds, medications, or sharp objects\342\200\224accessible to children. LPA observed the fireplace is properly barricaded to prevent access. The fire extinguisher appeared to be in working condition and accessible. LPA observed the smoke and carbon monoxide detectors are functioning. The play area is in the front yard which is fenced, and the licensee acknowledged that in areas that are not fenced, 100% supervision is required. LPA observed firearm to be stored in a safe with ammunition stored separately in off limits areas. There are no bodies of water at the facility. Licensee acknowledges 100% supervision is required around bodies of water. PAGE 1. REPORT CONTINUES ON LIC809-C LPA observed a current children's roster, fire drill log, and sleep check logs for infants in care. LPA reviewed children\342\200\231s files and observed that one child was missing the required documentation in the child's file. LPA observed the CPR/First Aid certificate was current and expires February 2026. LPA observed a current Mandated Reporter certificate for the licensee and the assistant. The licensee was reminded the Child Care portion must be completed every two y ears. Training can be completed at the following website: https://mandatedreporterca.com/training/child-care-providers LPA reviewed staff and facility files and observed the required documentation. Applicant provided proof of control of property. Bec ause the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). All individuals subject to criminal background review have obtained a criminal record clearance. The licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. REPORT CONTINUES ON LIC809-C The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed CCR Regulation 102416.5 regarding staffing Ratio and Capacity for a large license. LPA discussed personnel requirements and records outlined in CCR Regulations 102416 and 102416.1. Licensee understands that when an assistant is not present, she must comply with the capacity and ratio requirements for a Small Family Child Care Home. Capacity increase to serve 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in kindergarten or elementary school and 1 child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years is pending clearance of deficiency sited in LIC809-D. Deficiencies are cited on the subsequent page of this report (LIC809-D) under the California Code of Regulations, Title 22. The licensee was provided a copy of their Appeal Rights (LIC9058) and the licensee's signature on this form acknowledges receipt of these rights. This facility evaluation report was reviewed and discussed with the licensee Shalynn Hariis . A Notice of Site Visit was provided and should remain posted for 30 days for parental review. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
