Inspector’s narrative

What the inspector wrote

On 6/23/2025 at approximately 2:00PM, Licensing Program Manager (LPM) Seychelle De Luca and Licensing Program Analyst (LPA) Pa Dao Vang met with Licensee Jessica Dawson-Brown for an informal meeting at the Sacramento Child Care Regional Office. LPM De Luca defined the difference between a non-compliance conference and an informal meeting. LPM advised that the purpose of today\342\200\231s meeting is to help the facility staff gain compliance. Today\342\200\231s informal meeting is to discuss a Type A citation issued 6/04/25 for a Personal Rights violation. On 5/21/25, the facility self-reported an Unusual Incident which occurred on the same day, in which a Child 1 (C1) was outside in the Toddler yard, walked over to the tile area, and sat down to get a ball. Assistant Director (AD) grabbed the ball to rinse it off in the sink. C1 began to cry and attempted to crawl over to AD. AD and Staff 2 (S2) attended to C1 and saw the burn injuries on the palms, forearms, and on the nose. Licensee stated that they have taken the following steps to maintain compliance: 1. There is a canopy provided by DGS in the Toddler Yard. 2. The Infants and Toddlers (0 to 2 years old) are not going into the yard. 3. The preschool outside yard schedules are adjusted depending on the amount of shade provided from the buildings. 4. Licensee also converted an empty Toddler 2 classroom into gross motor for the children. 5. Licensee is still working DGS for a permanent solution for the outside yard. Continue on LIC809-C... LPM discussed using the Department website (ccld.ca.gov) for child care updates, current forms, legislation and regulation information. LPM suggested that Licensee can view information videos at www.ccld.childcarevideos.org . LPM also provided information on Technical Support Program and ways to sign up for it. This report was reviewed with Licensee during today's meeting. A copy of the report was provided to Licensee Jessica Dawson-Brown.
