What the inspector wrote
On Friday, 13 February, 2026, at approximately 1:00pm, Licensing Program Analyst (LPA) Fabian Schwartz met with Licensee, Shiromi Weligodakanda for the purpose of an unannounced annual inspection and Capacity Increase Inspection. Upon arrival, LPA observed licensee supervising 4 preschool children, 2 of which are infants. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed proper ratio and capacity was being followed. Facility hours of operation are
Monday through Friday from 7:00am-6:00pm.
LPA verified that the annual fees are current.
A health and safety evaluation was conducted in all areas accessible to children. This facility is a one-story home. The home has a living room, kitchen, dining room, three bedrooms, two bathrooms, a garage, and a backyard.
Off-limit areas: Master Bedroom, Master Bathroom, Bedroom #2, Kitchen, and Garage.
Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed that there is a fenced backyard with no pool.

and the children\342\200\231s roster was observed. LPA observed infant sleep plan (LIC 9227) and 15-minute observation checks for napping infants. The facility has record of conducting fire drills at least every 6 months with the last fire drill being conducted on

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Based on the inspection, no citations have been issued.
The second purpose of today's inspection was to approve facility's capacity increase. The facility put in a request for capacity increase on 8 January 2026, and obtained a fire clearance on 23 January 2026. During today's inspection, facility was in compliance with all Title 22 Regulations. Based on today's inspection, facility's request for a capacity increase is approved.
Effective today, 13 February 2026, facility is licensed for Large Family Childcare Home.
Facility is approved for a Large Family Childcare Home license to serve a maximum capacity (When there is an assistant present) of 12 children with no more than 4 infants. Or with a capacity of 14 children: no more than 3 infants, 1 child in kindergarten or elementary school and 1 child at least age 6. OFF-LIMITS AREAS INCLUDE: MASTER BEDROOM, MASTER BATHROOM, BEDROOM #2, KITCHEN, AND GARAGE.
Exit interview conducted and report was reviewed with the licensee. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
