What the inspector wrote

On October 2, 2025, Licensing Program Analyst (LPA) Marx met with Licensee, Polina Semichev, for an unannounced case management inspection to increase capacity to a large license for a maximum number of 14 children. During today's inspection LPA observed Licensee providing care and supervision to five children. Ages were verified to ensure ratio/capacity was adhered to. Facility hours of operation are Monday- Friday from 6:00 AM to 09:00 PM. On 09/25/2025, Sacramento Metropolitan Fire Department granted a fire clearance to operate a large license. A health and safety inspection was conducted. Licensee's owns the home and control of property was previously submitted to the Regional Office. The off-limit areas of the home include entire upstairs, laundry room, and garage. The Licensee acknowledged that children may never enter off-limit areas. Off-limit areas will remain inaccessible to children by gated stairs, locked/closed door, and supervision. Licensee stated there are no weapons/firearms or bodies of water on the premises. LPA verified that both Licensee's have current Mandated Reporter Training expiring 11/2025 and CPR/First Aid Training expiring 08/2027. LPA discussed capacity/ ratio for a large license. Licensee was informed that when both licensee's are not present, an assistant must be present with a licensee, or they divert to small license ratio/ capacity requirements. LPA reminded Licensee that both licensee's must be present 80% of operating hours per day. EFFECTIVE TODAY, 10/02/2025 THE FACILITY IS LICENSED TO SERVE A MAX. CAP OF 12 (WHEN THERE IS AN ASSISTANT PRESENT): WITH NO MORE THAN 4 INFANTS. OR MAX CAP 14 - NO MORE THAN 3 INFANTS, 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6. Exit interview conducted and report reviewed with Licensee. A Notice of site visit provided and must remain posted for 30 days.
