What the inspector wrote

Licensing Program Analyst (LPA) Pedro Solorio-Gutierrez met with licensee Sonia Flores for an unannounced annual inspection and an increase of capacity request. LPA explained the reason for the visit. Present were licensee, her adult daughter Jacqueline Herrera, her adult sons Hugo Herrera and Edgar Herrera, and three daycare children \342\200\223 one toddler and two infants. A contractor was working in the garage upon arrival. The door leading to the garage from the inside is locked and the contractor does not have access to the main daycare area. Fire Safety Inspection was conducted on 9/16/2025. Another child was dropped off at 10:23am. Days and hours of operation are Monday to Friday, 7:00am to 5:00pm. The adults that reside in the home are licensee, her husband Hugo Herrera, her adult sons Hugo and Edgar Herrera, her adult daughter Jacqueline Herrera, and one minor child. A review of staff records on 09/17/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Sonia Flores was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated. LPA toured the indoor and outdoor areas during today's visit. LPA did not observe a fireplace/wall heater in the home. LPA observed stairs barricaded. Off-limit indoors: entire second floor (master bedroom with bath, three bedrooms, and a separate bathroom) and attached garage (not approved by Fire Inspection). LPA verified at least two emergency exits \342\200\223 main entrance door and side yard. Both are clear. LPA asked licensee if she has made any home modifications since fire department came to do the fire inspection, to which she replied no. LPA observed a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, fenced backyard, and no bodies of water. Off-limit outdoors: entire backyard is on-limits. Licensee states that there are no firearms/weapons in the home. There are two dogs and one cat in the home and the licensee states they are vaccinated. LPA observed licensee and her husband have a current CPR and First Aid certification expiring 11/02/2025 and completed Mandated Reporter training on 11/19/2024. LPA observed a current roster of the children and a fire and disaster drill log which was last completed on 04/15/2025. LPA reviewed six children's files and observed all forms are completed, children have current immunization records, and infants have their sleep logs. Licensee does have daycare insurance and LPA verified current policy. LPA discussed SB792 Immunization Requirements and observed licensee has immunization records on file. No IMS is administered by the facility. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than eight children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPA discussed the safe sleep regulations with Licensee Sonia Flores and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Sonia Flores of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Sonia Flores was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE SONIA FLORES confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Sonia Flores. Appeal rights was handed to the licensee. There were no deficiencies cited during the visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
