What the inspector wrote

Licensing Program Analysts (LPAs) Pedro Solorio and Marilou Monico met with licensee Jacqueline Meier-Jewett for an unannounced annual inspection and opening the complaint. LPAs explained the reason for the visit. Present were licensee, licensee’s husband, and nine day care children including one infant. Days and hours of operation are Monday to Friday, 5:30am to 5:00pm. The adults that reside in the home are licensee and her husband. A review of staff records on 05/12/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Jacqueline Meier-Jewett was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated. LPAs toured the indoor and outdoor areas during today's visit. LPAs observed that the home is clean and orderly, with heating and ventilation for safety and comfort of the children. LPAs observed a barricade fireplace. Off limit areas indoor: master bedroom/bath, two bedrooms and spare bathroom in the hallway. LPA observed a 3A40BC fire extinguisher that was last serviced on October 2023. LPAs observed a working smoke detector, working carbon monoxide, fenced backyard, and no bodies of water. Off limits outdoor: right and left side of home that is fenced off to children. LPAs observed one dog in the backyard. Licensee states that there are no firearms/weapons in the home. LPAs observed that licensee and husband did not have 1st aid/CPR certificate proof. Licensee and husband did not have Mandated Reporter certificate proof. LPAs observed a current roster of the children and a fire and disaster drill log which was last completed on 04/11/2025. LPAs reviewed nine children's files and observed all forms are completed and C1, C5 missing MMR vaccine proof. Licensee does have daycare insurance and LPAs verified current policy. LPAs discussed SB792 Immunization Requirements and observed licensee has immunization records on file. No IMS is administered by the facility. Incidental Medical Services (IMS) policy was discussed. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPA discussed the safe sleep regulations with Licensee Jacqueline Meier-Jewett and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Jacqueline Meier-Jewett of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Jacqueline Meier-Jewett was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE JACQUELINE MEIER-JEWETT confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Jacqueline Meier-Jewett. The following type B deficiencies were cited on the attached page (809-D). Licensee was informed that failure to correct the deficiencies by the specified Plan of Correction (POC) Due Date may result in assessment of civil penalties in the amount of $100 per day per violation until the correction is made. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
