What the inspector wrote

Licensing Program Analysts (LPA) Pedro Solorio met with licensee, Laura Boucher for an unannounced annual inspection and case management in response to an increase in capacity request. Present were licensee, licensee's assistant with four day care including two infants. Days and hours of operation are Monday to Friday, 6:00am to 6:00pm. Licensee handed LPA update LIC279 form to reflect updated hours of operation. The adults that reside in the home are licensee and her husband. A review of staff records on 03/26/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Laura Boucher was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated. LPA toured the indoor and outdoor areas during today's visit. LPA observed that the home is clean and orderly, with heating and ventilation for safety and comfort of the children. LPA observed a barricaded fireplace in the home. LPA observed safe and sufficient materials, toys, and play equipment for the day care children. All sharp objects, detergents, cleaning compounds, medications, poisons, and other similar items inside the home are stored inaccessible to children. Fire Safety Inspection had no pending changes to be verified. LPA observed a fully charged and serviced 3A40BC fire extinguisher, a working smoke detector and a working carbon monoxide detector. LPA verified at least two fire exits and observed exits are clear. Licensee states there are no firearms/weapons in he home. On limit indoor includes: Dining room, living room, and play area on the left side of the property. Licensee handed LPA an updated sketch on the indoor off-limit/on-limit areas in the house. Off limit outdoor: back side of property that is fenced off and right side of property. LPA observed licensee has a current CPR and First Aid certification expiring 12/11/2025 and completed Mandated Reporter training on 12/11/2023. Licensee\342\200\231s assistant Francisca has a current CPR and First Aid certification expiring 02/08/2027 and completed Mandated Reporter training on 01/16/2025. LPA observed a current roster of the children and a fire and disaster drill log which was last completed on 02/24/2025. LPA reviewed six children's files and observed all forms are completed and children have current immunization records. LPA observed infants in care had LIC9227s and Sleep logs. Licensee does have daycare insurance and LPA verified current policy. Licensee states she has two dogs in the home and LPA verified vaccinations. LPA discussed SB792 Immunization Requirements and observed licensee has immunization records on file. No IMS is administered by the facility. Incidental Medical Services (IMS) policy was discussed. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPA discussed the safe sleep regulations with Licensee Laura Boucher and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Laura Boucher of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Laura Boucher was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE LAURA BOUCHER confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Laura Boucher. The licensee was informed that a large Family Child Care Home license will be approved pending Licensing Program Managers approval. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
