What the inspector wrote

On 08/16/2024, Licensing Program Analyst (LPA) Raymond Moorehead conducted a case management visit with John Ahrens, Licensee. A case management inspection is being conducted in response to the receipt of an Unusual Incident Report (UIR) from the facility. The UIR was received by the licensing agency on 07/26/2024, as the incident was self-reported. The UIR documented an incident where the facility experienced an unexpected neighborhood wide power outage. Further, the UIR documented that there were no injuries, complaints, or anyone becoming sick due to the power outage. It was also reported that there was a total of 18 children present at the time of the reported incident. During today's visit, LPA investigated the reported incident. Licensee and staff were interviewed and a tour/census was taken. The following was mentioned or disclosed. It was reported that the power went out at approximately 5:30 AM. Further, it was stated that the facility operated care for children without power from 6:30 AM to 12:45 PM. At the conclusion of the visit, it was determined that there were no safety hazards present during the time of the incident. Licensee provided several options to keep the children in care comfortable until the power came back on, in which provided air conditioning. Licensee stated that the facility provided water mister fans, wet paper towels, and extra water for children in care in order to keep them cool and comfortable. Licensee also stated that indoor activity was slowed down, so the children could stay cool. Staff stated that the children in care also did water play earlier in the day and stayed cool in the shade outside with several umbrellas. LPA provided Licensee with a copy of the Title 22 Regulations regarding maintaining a comfortable temperature at the facility at all times, as an Advisory Note. Based on the information obtained, there appeared to be no violations of Title 22 Regulations pertaining to the reported incident at this time. LPA conducted an exit interview with Licensee John Ahrens and provided a copy of this report. A Notice of Site Visit was issued and must remain posted for the next 30 days.
