Substantiated complaint investigation: One child's unpredictable and uncontrolled behavior is affecting other children's sense of safety and security. Multiple children report feeling sad, mad, frustrated, nervous, and on guard when this child is present.

This case management follow-up substantiated a personal rights concern involving how staff physically corrected a child’s mask use. The review concluded that staff redirected the child without consent and tightened the mask, which violated the child’s rights.
