Based on inconsistent statements the were disclosed and LPA unable to obtain statements from all pertinent parties involved, the allegation is UNSUBSTANTIATED at this time. A finding that the allegation is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred.
