On date and time listed, Licensing Program Analyst (LPA) Kelly Gerth conducted a separate unannounced visit at the Escondido Community Child Development Center (CCC) for an unrelated visit at which time LPA met with Director E. Herrera, toured the facility both indoors and outdoors. During the tour, LPA Gerth observed the following health and safety concerns resulting in this separate case management visit; The preschool playground/activity space was observed to have a shade covered picnic bench seating area. The entrance to the bench seating is open and readily accessible to children as it connects to the outdoor children’s activity space. Within the covered seating area LPA observed stacked furniture atop a picnic table, 2 wooden pallets leaned against fencing, 2 facility push carts and storage bins with building materials on top, accessible gardening tools, a ladder, and large stacked boxes reaching approximately 4 feet. Assistant Director stated that the red painted line across the entrance to the covered seating area indicates that the area is off limits to children, however LPA did not observe a barrier of any kind to ensure the area inaccessible to children. Therefore, based on observation and interview the facility is being cited as this poses a potential health, safety or personal rights risk to persons in care. See 809D for deficiencies cited Exit interview was conducted, and a copy of this report, 809D and appeal rights were provided to Director Eunice Herrera and a notice of site visit was provided and licensee was informed it must be posted for 30 consecutive days.
