What the inspector wrote

On March 23, 2023 at 9:00 a.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced case management inspection in reference to the licensee\342\200\231s request for a capacity and room change. The licensee has requested to serve 217 preschoolers in rooms #1, #2, #5, #6, #7, #8, #9, #10, #11, #12, #13, #14 and #15, and 24 toddlers in rooms #3 and #4. The facility is currently licensed to serve 12 toddlers in room #4 only. The licensee would like room #3 removed from the preschool and added to the toddler option, which increases the toddler capacity and lowers the preschool capacity. The total capacity, facility wide, will remain 241 children. Upon arrival, LPA met with Director Forman and proceeded to tour the facility. There was a total of 134 children present with 32 staff members. Appropriate ratios and capacity were observed. Staff members have the required background clearances and are associated to the facility. The following classrooms were previously measured: Room #1 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #2 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #3 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #4 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #5 has 542.79 sq. ft. of indoor space which will accommodate 15 children. Room #6 has 542.79 sq. ft. of indoor space which will accommodate 15 children. Room #7 has 542.79 sq. ft. of indoor space which will accommodate 15 children. Room #8 has 542.79 sq. ft. of indoor space which will accommodate 15 children. Room #9 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #10 has 533.66 sq. ft. of indoor space which will accommodate 15 children. Room #11 has 533.66 sq ft. of indoor space which will accommodate 15 children. Room #12 has 533.66 sq ft. of indoor space which will accommodate 15 children. Room #13/Craft Room has 1,820.46 sq ft of indoor space which will accommodate 52 children. Room #14 has 880.00 sq ft. of indoor space which will accommodate 25 children. Room #15/Science Room has 541.18 sq ft. of indoor space which will accommodate 15 children. The total square footage for the preschool classrooms (rooms 1-2 and 5-15) combined is 8,614.76 sq. ft. which will accommodate 246 preschool children. The total square footage for the toddler classrooms (room #3 & room #4) combined is 1,067.32 sq. ft. which will accommodate 30 toddler children. The playground was previously measured to be 13,488.45 square feet, which is sufficient to accommodate 180 children. There is an approved playground waiver in place allowing the children to play on the playground at scheduled times separated by age groups/classes. The director states that there has been no changes to the playground schedule. There is no commingling of the toddler and preschool children. The facility has sufficient indoor space, toilets and sinks to accommodate up to 241 children, which is the requested capacity. The fire clearance for the capacity increase and room additions was granted on 01/26/23. LPA observed that all classrooms have age appropriate furnishings and equipment. The rooms were observed to be safe and free of hazards. Cleaning supplies and other toxins are inaccessible to children through latches, locks and/or placed on high surfaces. . Drinking water is available inside and outside of the classrooms. The outdoor play area is fenced. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The areas around or under high climbing equipment, swings, slides, and similar equipment is cushioned with material that absorbs a fall. The outdoor play area has canopies and umbrellas used for shade. LPA reminded the director that direct visual observation of all children indoors and outdoors shall be provided. Student sign in/sign out is completed electronically via Rememi. Children are escorted to their classrooms by staff or parents and an operational carbon monoxide detector is located in room #3. No deficiencies are cited. A License with a capacity of 241 children, including 24 toddlers (ages 18-36 months) may be granted after final file review. The licensed preschool rooms are room number\342\200\231s 1-2 and 5-15, and the licensed toddler rooms are room number\342\200\231s 3 and 4. An updated license will be sent for posting. An exit interview was conducted and appeal rights (LIC 9058 ) were discussed. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed Director post notice of site visit.
