What the inspector wrote

Regarding the second allegation, staff do not ensure reporting requirements are followed. It was alleged that on a couple occasions with unknown dates, C1 would have scratches on their face, teachers would not say anything, and parent was not provided with an ouch report. Three of three interviews confirmed that any incident involving an injury above the neck, warrants a courtesy call to the parent, staff will document an ouch report and signature will be obtained at pick up. Record review corroborated that staff collectively utilize ouch reports for both children but the scratch in question was neither observed nor recognized while in care. LPA was unable to corroborate where the scratches happened. Regarding the third allegation, staff did not prevent child from hurting another child in care. It was alleged that staff are not paying attention nor doing anything to prevent children from being mean to their peers. During observation of the playground and in the classroom, staff were actively engaged with children and were observed to redirect children in multicable facets when not engaged in an appropriate activity. With a 1:12 ratio regulation standard, the CCC is operating below regulation requirement with a classroom of twenty children and four staff. Based on conflicting statements, LPA is unable to corroborate the allegations that staff do not ensure adequate supervision is provided to children in care, staff do not ensure reporting requirements are followed and staff did not prevent child from hurting another child in care. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegations are unsubstantiated. An exit interview was conducted and a copy of this report along with the appeal rights were provided to Assistant Director of Child Development, Ralani Donnarumma. A notice of site visit was handed to licensee and must remain posted for 30 days.
