What the inspector wrote

On 07/23/25 at 2:00 PM Licensing Program Analyst (LPA) Veronica Torres Gonzalez, conducted an Unannounced inspection for a relocation inspection with the licensee. Upon arrival, LPA met with licensee Anna Sobyanina. The home was toured and inspected to ensure an environment safe for the care and supervision of children. The home appears to be large enough to comfortably accommodate 6 children. The fire extinguisher, carbon monoxide detector, and smoke detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water in the home. Applicant states that there are no weapons in the home. CPR and First Aid expire on 09/2025. Mandated Reporter Training was completed on 07/21/25. Immunization requirements were met. Required documents have been posted. The applicant has toys and equipment available. Applicants primary language is Russia, but she speaks and understands English. Licensee will be using the following rooms for childcare: Living room, dining room, bathroom, kids bedroom and back yard. Off limits areas include. Kitchen, bedroom #1, bedroom #2 outside laundry/storage. Areas are inaccessible using doorknob cover, door locks and mesh gate. The home has a fenced backyard available for outdoor activities. The licensee provided proof of control of property. The applicant has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 6 children. If property owner/landlord consent is obtained in the future, the applicant is advised to submit LIC9149 to the Department so that the license can be updated for maximum capacity 8. Continue on 809-C... Licensee was reminded that all adults 18 and over living in the home, persons who provide care an supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with licensee the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. Applicant was reminded of requirements for child abuse and unusual incident reporting. Applicant was also reminded that corporal punishment, smoking, walkers, exersaucers, bouncy seats and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following corrections are needed to issue a license for 6 children and may be granted upon final file review. Picture of outside locks that will secure and prevent access to the inside/ outside of the backyard. License agreed to comply with all regulations and laws governing family child-care homes. Exit interview conducted and report was reviewed with the licensee Anna Sobyanina. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
