What the inspector wrote

On 08/03/2022 at 9:30am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Location Pre-Licensing inspection. LPA met with Applicant/Director (qualified), Martina Preczewski. The Preschool Program (children ages 2-5) will operate in the Blue and Yellow Room. Fire clearance was granted on 07/28/2022. There is a First Aid Kit kept in each classroom. When medications are on site, Ms. Preczewski stated they will be stored in a locked cabinet in director's office (aka computer room). All indoor and outdoor activity space utilized for the children were inspected and measured today. The indoor play space measured at approximately 1,621.62 sq. ft. which will accommodate a total of 46 children. The outdoor playground area measured at approximately 7,410 sq. ft., which will accommodate no more than 98 children at one time. LPA observed the indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There is a total of 3 toilets and 6 sinks (4 inside and 2 outside) available for the children. Maximum amount of children that the facility can have for their toilet/sink ratio is 45 children. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a separate bathroom for staff located next to the kitchen, equipped with 1 toilet and 1 sink and is also designated for use by children who are ill. The director's office (aka computer room) will be the isolation area for children who are ill. There is a carbon monoxide detector on site located in "story area." The kitchen area currently includes a dishwasher, refrigerator, microwave, toaster oven and sink. Food and beverages are located in the kitchen which is where snacks and lunches will be prepared. All required documents for the parents and employees are posted. Sign-in sheet is located on the side back of the building where the children's cubbies are located. Applicant was reminded to keep anything that reads, \342\200\234Keep Out of Reach of Children\342\200\235 to be inaccessible to children. Prior to licensure, the following is needed: Make the kitchen inaccessible to the children as it is an off limit area Remove and/or clean up all hazardous items noted in the outdoor playground area Make the laundry closet inaccessible to the children Provide proof that the big play structure and climbing gym structure located in the playground is age appropriate Provide an updated/corrected indoor and outdoor facility sketch Place additional cushioning under play structures and swings Exit interview was conducted with Applicant. A preschool license for 45 children (ages 2-5 years old) in the Blue and Yellow may be granted upon receiving all the above corrections and after a final file review. Applicant stated her understanding. This report shall be kept available at the facility for public review for 3 years Outdoor play area is fenced, has trees used for shade and age appropriate play equipment. When LPA inspected the outdoor playground area, LPA observed there to be several areas that had fallen palm leave, broken picket fences, weeds, un-maintained plants and shrubs in the garden area and near the play house area. LPA also observed there to not be sufficient cushioning under the climbing structure and swing sets. Drinking water is readily accessible inside and outside the classroom via filtered water jugs and sippy cups for each child (which the facility requires the parent/guardian to bring). Incidental Medical services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed the updated LIC311A with the facility representative today and reminded to keep anything that reads, \342\200\234Keep Out of Reach of Children\342\200\235 inaccessible to children.
