What the inspector wrote

On 05/22/2025 at 9:35am, Licensing Program Analysts (LPAs), Selina Siao and Veronica Torres Gonzalez conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPAs met with Applicant licensee representative Anoop Sharma and co-applicant Prashant Wadhwa and Director Karina Janco. Applicant is requesting to be licensed for 140 preschoolers (ages 2 to kindergarten) in classrooms K1 to K6. Hours of operation will be Monday to Friday 7am to 6pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed facility representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Karina Janco stated that they will be in a higher cabinet located in the child\342\200\231s classroom. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the main office near the Director\342\200\231s desk area. Children will be signed in and out through the pro care app. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 4910.51 square feet, which is sufficient to accommodate 140 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms and a portable water pitcher shall be available in all the classrooms. As the children are currently refilling their own water bottles at the drinking fountain located outside of classroom K1. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 3/24/2025. LPAs observed a total of 14 sinks and 10 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity. The isolation area for children who are ill will be the library area located next to the Director\342\200\231s desk and there are staff\342\200\231s restrooms (adults only) with one located in the library with one sink and one toilet and the other two adult restrooms has a total of two sinks, three toilets and one urinal. The children bring their own lunch and snack from home, and they have an option to purchase lunch through Kai lunch catering service. The kitchen area is only use by the elementary school only. The facility currently has a fully fenced playground area. Fencing is via chain link and wrought iron entry gate that is at least four feet high. The total square footage for all the outdoor activity space is 15531.48 square feet, which is sufficient to accommodate the requested capacity. Applicant plans to fence off the turf areas to accommodate infants. By removing the three turf section areas that is 1578.40 square feet the preschool outdoor area will still have 13953.08 square feet which will still be more than sufficient for the current preschool capacity. Shade is provided via sail shades, trees and building. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a blue climbing structure on the playground for older preschool children that appears to be ages appropriate for children ages 3 and older and the younger preschool children should use the other play structures located between K5 and K4. There is adequate cushioning in fall zones of climber provided by soft rubber cushioning at the older children play structure and the younger preschool play structure has rubber cushioning. Drinking water is available via the children\342\200\231s own water bottles when children are outside. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicants Anoop Sharma and Director were reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Facility representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with Director and facility representatives the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Facility representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: \302\267 Obtain portable water pitcher for all the classrooms so drinking water would be available inside the rooms to refill the children\342\200\231s own water bottles. \302\267 Put toys on the bottom of the cubbies in rooms K1 to K4 and K6. \302\267 Remove all the wooden unit where children is currently using to put their water bottles for all six classrooms K1 to K6. \302\267 Remove the diaper rack in room K4. \302\267 K5 remove the brown desk with sliding cover, remove another shelve unit located near the front door and another shelve near the desk. Please submit all the corrections with videos of the for each classroom to LPA Siao within 16 days no later than June 6, 2025. Applicants understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
