What the inspector wrote

On November 14, 2025, at 1:50 PM, Licensing Program Analyst\342\200\231s (LPA), William Chancellor conducted an unannounced Case Management inspection for a change in capacity. This is a single license facility with both Infant and Preschool components at this time. Upon arrival, LPA met with Director (DIR) Stephanie Mangione. DIR is requesting to add two existing spaces to the infant component, ultimately decreasing the total capacity from 166 to 162 children. The specific request will increase the capacity of the infant component to 52 infant children, ages six weeks to twenty-four months in classrooms Infant A (105), Infant B (116), Toddler A (109), Toddler B (111), and Toddler C (114). Additionally, DIR is requesting a capacity decrease to the preschool component to 110 preschool children, ages two through Kinder, in classrooms Twaddler A (118), Twaddler B, MBB (121), Preschool 1 (125) and Preschool 2 (128) and Preppers (123). Hours of operation will be listed as Monday through Friday 6:30 AM to 6:30 PM. Present during today\342\200\231s inspection were 42 children and eleven staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed DIR that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. LPA continued to tour the facility and measured additional new indoor space. Total indoor activity space measured 6692.06 sq ft, which is sufficient to accommodate the requested capacity of 162 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via individual refillable water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on October 31, 2025, from the Vista Fire Department. LPA observed a total of (22) sinks and (13) toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of (162) children. The facility currently has a fully fenced playground area for each component, which is both vinyl and chain link. The fence dividing the two playgrounds is 4 feet tall as required. The preschool component uses two septate playgrounds, preschool playground and preschool sports playground. The preschool playground measures 4246.02 sq ft, and only 56 children can use it at one time. The preschool sports playground measures 5034.60 sq ft and only 67 children can use it at one time. The total sq ft for both preschool playgrounds equals to 9,280.62 sq ft which is enough for 123 children. The infant playground measures 3021 square feet which can only accommodate up to 40 children at one time. A playground waiver will be required to stagger recess for infant age children during recess and to not exceed 40 infants at one time. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are climbing structures on each playground which are age appropriate for the groups that will use them. Infant playground manufacture recommendation is appropriate for the age group. Preschool playground manufacture is appropriate for the age group. All equipment is properly anchored. There is adequate cushioning in fall zones of climbers provided by artificial turf. Shade is provided via wind sails on each playground. New waivers will be processed to reflect the new capacity for both the infant and preschool components. Additionally, for child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). This is a requirement for centers that utilize water for consumption and food prep. Licensee understands that the two components cannot co-mingle. LPA observed all hazardous items on the playgrounds to be inaccessible to children. The applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing in advance. A license for (162) children will be granted upon a final review. The requested increase for the Infant component, from 32 to 52, ages birth to twenty-four months will be granted upon a final file review. The requested decrease for the Preschool component, from 134 to 110, ages two to five years old, will be granted upon final approval. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview was conducted and report was reviewed with Director Stephanie Mangione.
